I have worked with Tom for a number of years on some challenging projects. As a tech lead, one of Tom’s strengths that I really appreciate is his ability to bridge the gap between design and development.  
Tom is always willing to consider alternative viewpoints and is productive in discussions around the feasibility or limitations of a design based on technical or delivery input. He is willing to learn outside of his role and is capable of advocating for alternative solutions based on the technical knowledge he has accumulated through our many conversations.
